The
National Problem
According
to a 2002 Congressional Budget Office report on domestic
drinking water needs, the total investment needs for drinking
water infrastructure in the U.S. are estimated at $400 billion
over the next 20 years. In addition to new infrastructure
investment, many existing water treatment systems are now
non-compliant as a result of new Safe Water Drinking Act
regulations effective January 2006. The EPA estimates that $45
billion of total investment is required to bring existing
water treatment systems into compliance with these
regulations, with $40 billion needed for surface water
treatment plants (SWTP).
To
meet these demands, municipalities and water districts are
making increased investments in water supply infrastructure
and equipment. The investment needs place a tremendous
financial burden on communities seeking to meet increasing
water demands or regulatory compliance. The financial burden
is compounded for communities that look to accommodate future
growth and incur upfront costs of constructing facilities with
capacity beyond their current need.
